    • Assignment 4 involves coding and analysis of data. Students will be provided with a selection of correspondence and variables to code the documents.  This form of text analysis allows documents to be entered into a dataset which is suitable for manipulation and analysis. We will utilize the collection of Speaker Albert to aggregate and understand the positions and arguments made to the Speaker during consideration of the Clean Water Act.  Students will complete their identification and coding of documents during one of two in-class workshops.  After coding relevant documents, students will write an essay of approximately 500 words critiquing the strategic assessment of Speaker Albert’s top policy advisor written during the crucial conference committee deliberations.   The documents below include two memos written by John Barrier, the Speaker's top policy advisor writing at two points in the legislative process.  The Democratic Study Group report indicates the analysis of the bill by the more liberal wing of the Democratic majority in the House.  You will need to read these documents carefully and then consider how Barriere's assessment matches up with the correspondence being received in the Speaker's office.   Due: 10/19
